A UGC platform is a website or app where brands find, brief, hire and pay creators who make user-generated-style videos and photos for the brand's own ads and social accounts. For brands in the UAE, the realistic options in 2026 are a mix of regional platforms, the ad platforms' own creator marketplaces (TikTok One and Meta), global UGC services such as Billo, Insense and Collabstr, freelance sites like Fiverr and Upwork, and UGC agencies in Dubai. This guide explains what each one is, how hiring works, what pricing is published, how likely you are to find UAE-based or Arabic-speaking creators there, and which type of brand each one suits.
One disclosure before we start: Hypein is our product. We list it first and say plainly what it does and does not do. For every other platform, the facts below come from that company's own website, checked in October 2026. Where a company does not publish something (a price, a country list, Arabic support), we say it is not stated rather than guess.
How did we judge these UGC platforms?
A UAE brand has a few needs that a US brand does not. Most residents are expats, so English-first content works for many products, but Emirati and Arab audiences respond better to Arabic in the right dialect. Creators who post on their own accounts need a UAE Advertiser Permit (see our permit guide). We checked six things for every option:
| What to check | Why it matters in the UAE | What to ask the platform |
|---|---|---|
| Creator verification | Inflated and dormant accounts are common; UGC lives or dies on on-camera quality, not follower counts | Is every profile reviewed by a person, or auto-listed? |
| Local creators | UAE settings, products available in local stores, and familiar faces read as more believable | Can I filter by city (Dubai, Abu Dhabi, Sharjah) and audience country? |
| Arabic and dialect | Khaleeji, Egyptian and Levantine Arabic land differently with different audiences | Can I see past Arabic videos before I hire? |
| Usage rights terms | Paid ads usage typically adds 25 to 100% to the base fee in the ranges we see | Who sets the licence period, and is it written into the contract? |
| Payment and VAT | UAE VAT is 5%; licensed creators invoice, unlicensed ones often cannot | Who pays the creator, in what currency, and who issues the invoice? |
| Ads integration | Most UGC ends up in TikTok Spark Ads or Meta partnership ads | Can creators share ad codes or grant partnership access through the workflow? |
What are the best UGC platforms for brands in the UAE?
Hypein (our product)
Hypein is an influencer and UGC creator platform for brands and agencies in MENA, including the UAE. Creators apply to join, and a person reviews every profile before it is listed; dormant, spam and bought-following accounts are rejected. That makes the pool smaller than an auto-indexed database, which is the point: you search people who have already been checked.
How hiring works: you search verified creators by platform, niche, city and audience country, or you share an application link so creators apply to your campaign. You can send bulk branded outreach emails, move creators through campaign stages, and keep contracts and payments in the same place. Each creator gets a tracking link with UTMs added automatically, and Instagram and TikTok posts that use your campaign hashtag are collected automatically.
What it does not do: Hypein is not a fixed-price video shop. You agree rates with creators directly, and usage rights are set in your own contract, not licensed by the platform. If you want to order 30 English product videos at a set price with no negotiation, a US-style service is faster.
Best for: UAE and GCC brands and agencies that want local, Arabic or bilingual creators and want to manage several campaigns in one place. There is a 7-day free trial.
TikTok One (formerly TikTok Creator Marketplace)
TikTok One is TikTok's own creator marketing platform. As of October 2026, TikTok's business blog describes it as an all-in-one creative platform that includes the Creator Marketplace, a Creator AI Search that matches creators to a brief in natural language, a Partner Exchange for TikTok-approved creative agencies, and a Content Suite for finding creator content and boosting it as Spark Ads.
How hiring works: you search creators, shortlist them, and run campaigns through TikTok's workflow, or hire a managed partner through Partner Exchange.
UAE availability: when TikTok announced the global rollout of Creator Marketplace in October 2022, its business blog listed AE (United Arab Emirates) and SA (Saudi Arabia) among the regions available to advertisers. TikTok's current help pages say a creator can only join if TikTok One has launched in their country or region and they are at least 18. We did not find published pricing for brands.
Strength we concede: first-party data. You see real TikTok performance data, and Spark Ads are built in, which no third-party platform can fully match. Limit: it only covers TikTok, and the creators in it skew towards people building a TikTok following rather than UGC specialists who make ads for brand accounts.
Best for: brands where TikTok is the main paid channel and Spark Ads are the plan. Our guide to UGC ads on TikTok and Meta in the UAE covers how the ad codes work.
Meta's creator marketplace (Instagram)
Meta runs a creator marketplace for Instagram that brands open inside Meta Business Suite, and its help centre now groups creator discovery tools under the name Meta Creator Marketing Hub. Creators opt in from their professional dashboard and receive brand messages in a separate partnership messages folder.
UAE availability: this is the one to check before you plan around it. Meta's own newsroom post from February 2024 listed expansion to Canada, Australia, New Zealand, the United Kingdom, Japan, India and Brazil, on top of the US. We could not find the UAE named on Meta's own pages as of October 2026. Partnership ads are a separate feature from the marketplace. Log in to Meta Business Suite and see whether the creator marketplace appears for your account.
Strength we concede: where it is available, it ties discovery directly to partnership ads on Instagram and Facebook. Best for: brands whose ad spend is mostly on Meta, once access is confirmed for your region. Our guide to whitelisting and partnership ads explains the permission side.
Billo
Billo is a US-founded UGC video service. As of October 2026, its homepage describes a creator marketing stack with a vetted network of more than 5,000 creators and names three creator countries: the United States, Canada and the United Kingdom.
How hiring works: you buy a credit pack, order videos from your balance, and get matched with creators. Billo's own blog says pricing starts at $99 per video (about AED 364), that brands buy video packs with bonuses on larger packs, and that its CreativeOps analytics add-on is optional.
UAE fit: Billo does not state UAE or Arabic-speaking creators. A UAE brand can still use it for English product videos where the setting does not need to look local, for example a skincare product filmed in a bathroom. Best for: DTC brands that sell internationally and need a steady supply of English ad creatives at a predictable per-video cost.
Insense
Insense describes itself as a platform for UGC and creator ads. As of October 2026, its homepage says it has more than 100,000 creators across 35 or more countries and names Canada, the UK, the USA, Australia, Germany, Spain and Italy. We did not find the UAE, the Middle East or Arabic mentioned.
How hiring works: you post a creative brief, creators apply (Insense says usually within 1 to 3 business days), you hire, and content arrives within 7 to 10 business days with up to three revisions. Contracts and payments run through the platform.
Pricing: Insense publishes a subscription. Its pricing page lists a one-month trial plan at $650, a Brand plan at $500 a month billed quarterly, and an Agency plan at $800 a month billed quarterly, with lower monthly rates on annual billing. A marketplace fee is added to creator payments, listed at between 7% and 20% depending on the plan. Its FAQ says UGC campaigns start at $100 per video.
Strength we concede: a large applicant pool and a mature brief-to-delivery workflow. Best for: brands and agencies running ongoing English-language creator ad programmes in Western markets.
Collabstr
Collabstr is an open marketplace where creators list packages at their own prices and brands buy them. As of October 2026, it has a public directory of UGC creators in the United Arab Emirates, with pages for individual emirates, which makes it one of the few global marketplaces with a visible UAE listing.
How hiring works: you search or post a campaign, open a creator's profile, and either add a preset package to your cart or send a custom offer. Collabstr's help centre says brands pay upfront, funds are held in escrow until you approve the work, and a 10% fee is added at checkout for brands, which can be reduced with a paid plan. Its pricing page lists a free plan plus Pro, Premium and Enterprise tiers.
Strength we concede: transparent package prices and escrow make a first order low-risk. Limit: creators list themselves, so check each profile yourself; our 12-point UGC creator vetting checklist is a good filter. Best for: one-off or small orders where you want to see a price before you message anyone.
Fiverr and Upwork
Fiverr and Upwork are general freelance marketplaces where UGC is one service among thousands. On Fiverr you buy a seller's fixed package; on Upwork you usually post a job and review proposals. Both add a service or marketplace fee for the buyer on top of the freelancer's price, and both publish those fees in their help centres. The rate depends on order size, plan and payment method, so check it at checkout.
UAE fit: both have sellers worldwide, including some in the UAE, but neither is built around creator vetting, audience data or usage rights for ads. The brief, rights and approvals are on you. Best for: very small budgets, voiceovers, editing, or a single test video.
UGC agencies in Dubai
A UGC agency recruits the creators, writes or refines the scripts, manages shoots and revisions, and hands you finished assets. You pay the creator fees plus a management margin, often 15 to 30% in the ranges we see, or a monthly retainer. You get less work and less visibility into which creators were considered. Our comparison of a UGC agency vs a platform vs freelancers walks through when each makes sense.
Which UGC platform should you choose?
A DTC brand testing ad creatives
You need volume, fast turnaround and many hooks. If your buyers are mostly English-speaking expats and local settings do not matter, a per-video service like Billo or a brief-based platform like Insense will get you a lot of variants quickly. If you sell UAE-specific products or deliver only in the UAE, local faces and settings usually perform better, so use a platform with UAE creators and order extra hook variants rather than extra creators.
An agency managing several clients
You need campaign stages, bulk outreach, contracts and tracking in one tool. Hypein is built for brands and agencies, and Insense publishes a separate Agency plan; the difference is the creator base (MENA versus Western markets).
An Arabic-first or Emirati-audience brand
Here the creator pool decides everything. Global marketplaces lean heavily towards the US and Europe, so Arabic options are thin. Use a platform with a MENA creator base, check past Arabic videos for the right dialect, and budget 40 to 60% extra if you want both Arabic and English versions. Our guide to finding Arabic and bilingual UGC creators in the UAE covers this in detail.
A one-off launch
For three to five videos for a single launch, a subscription rarely makes sense. Collabstr packages, a direct hire, or a short Hypein trial for local creators are all reasonable. Write the usage period into the agreement either way; our contract guide lists the clauses to include.
How much does hiring through a UGC platform cost in the UAE?
Your total cost has two parts: what the creator charges, and what the platform charges.
- Creator fee: in the ranges we see in the GCC, $100 to 600 per video, roughly AED 370 to 2,200. Extra hook variants are typically $25 to 75 each, paid ads usage adds 25 to 100%, Arabic plus English versions add 40 to 60%, and rush delivery adds 25 to 50%.
- Platform charge: one of a per-video price (Billo), a monthly subscription plus marketplace fee (Insense), a checkout fee with optional plans (Collabstr), a buyer service fee (Fiverr, Upwork), a platform plan (Hypein), or an agency margin.
- Admin costs: 5% UAE VAT where the creator or agency is VAT-registered, plus currency conversion if you pay in US dollars.

Frequently asked questions
What is the best UGC platform for brands in the UAE?
There is no single best one. If you need creators who live in the UAE, speak Arabic or know the local market, start with a platform that lets you filter by city and audience country, such as Hypein, TikTok One or Collabstr's UAE listings. If you only need English-language product videos for ads and location does not matter, US and UK-focused services like Billo or Insense are built for volume.
Do global UGC platforms have creators in Dubai?
Some do. As of October 2026, Collabstr has a public directory page for UGC creators in the United Arab Emirates. Billo's own site says its creator network covers the US, Canada and the UK, and Insense's homepage did not mention the UAE when we checked. Most global marketplaces lean towards the US and Europe, so check the location filter before you pay for a plan.
Can I hire Arabic-speaking UGC creators on these platforms?
None of the global platforms we reviewed state an Arabic language filter on their public pages. In practice you search by location, then check each creator's past videos for the dialect you need. Platforms with a stronger MENA base give you more Arabic and bilingual options to choose from.
Is TikTok One available for brands in the UAE?
TikTok's own business blog listed the United Arab Emirates (AE) among the regions where TikTok Creator Marketplace was available to advertisers when it announced the global rollout in October 2022. The marketplace now sits inside TikTok One. Availability can change, so confirm it inside your own TikTok for Business account.
Do I need a platform at all, or can I hire UGC creators directly?
You can hire directly through Instagram or TikTok DMs, and many brands do for one or two videos. A platform starts to pay off when you need several creators at once, want vetted profiles, or need briefs, approvals, contracts and payments kept in one place instead of scattered across chats.
