To find UGC creators in the UAE, most brands use one of eight routes: a verified creator database, a global UGC marketplace, TikTok One, Instagram search and hashtags, an open application link, creator communities, a Dubai UGC agency, or their own customers and staff. A UGC creator makes short videos and photos for your brand to post on your own accounts or run as ads, so you are paying for the content, not their audience. Below we compare the eight routes, then cover vetting, rates, licensing and a 7-day plan to your first 5 videos.
What is a UGC creator, and how is it different from an influencer?
A UGC (user-generated content) creator produces content that looks like a real customer made it: unboxings, reviews, demos and talking-head ads. You receive the files and post them on your accounts or run them as ads.
An influencer, by contrast, is paid mainly for distribution: they post to their own followers. So audience size matters a lot for an influencer and very little for a UGC creator. Our UGC creators vs influencers guide covers when to use each.
What makes the UAE UGC market different?
- Roughly 90% of residents are expats. English-first content works for a large share of UAE buyers, which is why most UGC briefs here start in English. Arabic still matters for Emirati and wider Arab segments, and for anything aimed at Saudi Arabia as well. See our guide to Arabic and bilingual UGC creators in the UAE.
- Many creators are residents working on freelance permits. That affects how they invoice you (see licensing below).
- The pool is multilingual. Beyond English and Arabic, you will find creators who can deliver in Hindi or Urdu, Tagalog and, for some categories such as real estate and travel, Russian. Demand for these varies by category, so treat them as options to test rather than defaults.
- Dubai, Abu Dhabi and Sharjah behave differently. Dubai has the largest and most commercial creator pool and the most competition for good creators. Abu Dhabi has a smaller pool and a higher share of family and government-adjacent audiences. Sharjah and the northern emirates are often more budget-friendly and family-focused. If your product is local (a clinic, a restaurant, a gym), filter by the city where the buyer lives.
- Short-form video platforms are big. DataReportal's 2026 figures put UAE ad audiences at roughly 12.5 million on TikTok, 8 million on Instagram and 5 million on Snapchat. Your UGC needs to be shot vertically and cut for all three.
How can you find UGC creators in the UAE? 8 ways
Each route below includes what it is good at, where it falls short, and what it typically costs in time and money.
1. A verified creator database or platform
A creator platform lets you search a pool of creators by platform, niche, city and audience country, then contact, brief and pay them in one place. On Hypein, creators apply and a person reviews every profile before it is listed, and dormant, spam and bought-following accounts are rejected. You search a smaller pool, but every result is a real, active creator.
- Pros: fast shortlisting, filters for city and niche, fewer fake or inactive accounts, campaign tools in the same place.
- Cons: a subscription cost, and you still need to review samples and brief properly.
- Time and cost: a shortlist in hours; the creator fee is paid on top of the platform plan.
You can start from our influencer and UGC creator search.
2. Global UGC marketplaces
Several global UGC marketplaces let you post a brief and receive videos from creators, often at listed prices. They are strong on process: briefs, revisions and delivery are standardised. The question for UAE brands is the creator pool. Many of these marketplaces are built around US and European creators, and availability of UAE-based creators, Arabic speakers and local product shipping varies by platform. Check each one before you commit. We compare them in our guide to the best UGC platforms for UAE brands.
- Pros: clear pricing, structured workflow, large global pools.
- Cons: thin UAE and Arabic coverage on some platforms, shipping products from the UAE can be slow or impossible, content may not look local.
- Time and cost: often days to first delivery; prices set by the platform.
3. TikTok One (formerly TikTok Creator Marketplace)
TikTok closed its Creator Marketplace in 2025 and moved its features into TikTok One, which bundles creator discovery, TikTok's partner network and creative tools behind a single login. It is useful because you see creators' TikTok performance data inside TikTok's own tools, and it connects naturally to Spark Ads.
- Pros: first-party TikTok data, direct path to Spark Ads.
- Cons: TikTok only; feature and creator availability differs by country and account, so confirm what your UAE ad account can access; it is built for TikTok-native creators, not every UGC specialist is on it.
- Time and cost: free to use with an ads account; creator fees are agreed separately.
If your plan is to run creator videos as paid ads, read our guide to UGC ads on TikTok and Meta in the UAE.
4. Instagram hashtags and search
Many UAE UGC creators tag their portfolios with hashtags such as #ugcuae, #ugcdubai and #ugccreatoruae, and put "UGC creator Dubai" in their bios. Searching these terms on Instagram and TikTok is free and turns up real people.
- Pros: free, you see the actual work, good for finding a specific style.
- Cons: hashtags are noisy: you will see beginners, creators outside the UAE, reposted content and accounts that stopped working months ago. There is no filter for language, city or rates.
- Time and cost: no fee, but several hours to find 10 good candidates, plus a DM process with slow replies.
5. An application link or open call
Instead of searching, let creators come to you. Publish a short campaign page (product, deliverables, fee range, deadline) and share the link on your brand's Instagram, in your email list, on LinkedIn and with creators you already know. On Hypein, an application link lets creators apply straight to your campaign, so you review applications in one list.
- Pros: creators self-select for your product and fee; good for finding fans of your brand.
- Cons: volume depends on your reach; you will need to screen many weak applications.
- Time and cost: free; 3 to 7 days to collect applications.
6. LinkedIn, Facebook groups and UAE creator communities
UAE creators and freelancers gather in LinkedIn groups, Facebook groups, WhatsApp and Telegram communities and at creator meetups. Posting a clear brief with a fee range in these spaces can bring in local creators quickly.
- Pros: local, often responsive, sometimes reaches creators who are not on any platform.
- Cons: unverified, quality varies widely, and some groups ban promotional posts. You need to vet every reply yourself.
- Time and cost: free; a few days; heavy screening time.
7. A UGC agency in Dubai
A UGC agency sources creators, writes scripts, manages shoots and often edits the final ads. You pay for the creator fee plus the agency's margin, typically a 15 to 30% commission or a package price.
- Pros: least work for your team, scripting and editing included, one invoice.
- Cons: the highest cost per video, less visibility into which creators you are getting, and you rarely keep the creator relationship.
- Time and cost: one to three weeks; the most expensive route.

8. Your own customers and staff
Your happiest customers are the most believable UGC creators you have. Ask reviewers, repeat buyers and community members to film a short video in return for a fee, store credit or product. Staff can also work well for "behind the scenes" and product explainer content.
- Pros: authentic, low cost, people already know the product.
- Cons: uneven video quality, and you must get written consent before using anyone's face, voice or name in ads. Agree usage rights and duration in writing, even for staff.
- Time and cost: low cost; slow to scale beyond a handful of videos.
Which method should you use? A side-by-side comparison
| Method | Speed | Cost | Quality control | Best for |
|---|---|---|---|---|
| Verified creator platform | Fast (hours) | Plan + creator fee | High: reviewed profiles, filters | Brands hiring creators every month |
| Global UGC marketplace | Fast to medium | Listed prices | Medium to high: set workflow | English-only briefs that do not need a local look |
| TikTok One | Medium | Free tool + creator fee | Medium: TikTok data only | TikTok-first brands running Spark Ads |
| Instagram hashtags and search | Slow | Free + creator fee | Low: noisy, unverified | Finding one specific style |
| Application link | Medium (3 to 7 days) | Free + creator fee | Medium: you screen applicants | Brands with an engaged audience |
| Groups and communities | Medium | Free + creator fee | Low: vet everyone | Local, small-budget shoots |
| Dubai UGC agency | Slow (1 to 3 weeks) | Highest (15 to 30% on top) | High, but less visibility | Teams with no time to manage creators |
| Customers and staff | Slow to scale | Lowest | Low to medium | Testimonials and trust content |
Most brands combine two or three: a verified platform or application link for the core pool, customers for testimonials, an agency for big launches.
What should you check before you hire a UGC creator?
Followers matter less for UGC, so check the work itself:
- Samples: at least three recent videos in your format (talking head, unboxing, demo).
- The first 3 seconds: do they open with a clear hook, or a slow intro?
- Light, sound and framing: vertical, well lit, clear audio without echo.
- Language: native or fluent delivery in the language and dialect you need.
- Location: are they actually in the UAE, so you can ship product quickly?
- Turnaround and revisions: how many rounds are included, and how fast.
- Licence: can they invoice your company legally?
Our 12-point UGC creator vetting checklist goes through each check in detail.
How much should you pay a UGC creator in the UAE?
In the ranges we see across the GCC, one UGC video costs about $100 to 600, which is roughly AED 370 to 2,200. Typical add-ons:
- Extra hook variants: about $25 to 75 each.
- Paid ads usage rights: plus 25 to 100% of the base fee, depending on duration.
- Arabic and English versions: plus 40 to 60%.
- Rush delivery: plus 25 to 50%.
- Raw footage: often plus 25 to 50%, though this varies by creator.

What licences does a UGC creator need in the UAE?
Two separate rules apply, and they are often confused.
To invoice your company, a creator needs a trade licence or a freelance licence. A UAE freelance permit typically costs AED 5,750 to 15,000 a year, depending on the free zone. If the creator's taxable supplies pass AED 375,000 a year they must register for 5% VAT (voluntary registration is possible above AED 187,500), so check whether their invoice includes VAT.
The UAE Advertiser Permit from the UAE Media Council has been mandatory since 1 February 2026 for anyone publishing paid ads or promotions on their own accounts. It is free for citizens and residents for the first three years, then about AED 1,000 a year, with no follower threshold. The permit attaches to publishing:
- A creator who delivers videos that you post on your brand accounts or run as your brand's ads generally does not need it for that work.
- If the creator also posts the content on their own account, they do.
- Spark Ads, partnership ads and whitelisted ads run through the creator's handle, so treat those as publishing and check before you launch.

How do you get your first 5 UGC videos in 7 days?
| Day | What to do | Output |
|---|---|---|
| Day 1 | Pick one product, one platform and one goal (for example, a TikTok ad for a skincare serum). Write a one-page brief: hook ideas, key claims, must-say and must-not-say, format, language, fee. | A finished brief |
| Day 2 | Search a verified creator pool by city, niche and language, and open an application link to your audience and customers. Use Viral Lab to collect hook ideas from trending MENA videos. | A longlist of 15 to 20 creators |
| Day 3 | Review samples against your checklist. Send outreach to the best 8 to 10 with the brief, fee and deadline. | Replies and rate confirmations |
| Day 4 | Confirm 5 creators. Sign a short contract covering deliverables, revisions, usage rights and duration. Ship product inside the UAE. | 5 signed creators, product sent |
| Days 5 to 6 | Creators film and submit first drafts. Give one round of written feedback per creator within 24 hours. | 5 first drafts |
| Day 7 | Approve finals, collect files and invoices, and load the videos into your ad account with a tracking link per creator. | 5 approved UGC videos ready to run |
The brief decides most of the result. Our UGC brief and pricing guide for GCC brands has a template you can copy.
Frequently asked questions
Where can I find UGC creators in Dubai?
The fastest routes are a verified creator database where you can filter by city and niche, an application link shared with creators and your own customers, TikTok One if it is available for your ad account, and Instagram search using tags like #ugcdubai and #ugcuae. Agencies in Dubai can also source creators for you for a commission, typically 15 to 30%.
How much does a UGC creator cost in the UAE?
In the ranges we see across the GCC, one UGC video costs about $100 to 600, which is roughly AED 370 to 2,200. Extra hook variants, paid ads usage rights, Arabic and English versions and rush delivery are priced on top.
Does a UGC creator in the UAE need an Advertiser Permit?
The UAE Advertiser Permit attaches to publishing paid content on your own accounts. A creator who only delivers videos for the brand to post on the brand's accounts or run as the brand's ads generally does not trigger it. If the creator also posts the content on their own account, or the ad runs through their handle as a Spark or partnership ad, treat it as publishing and check before you go live.
Do UGC creators need a lot of followers?
No. A UGC creator is paid for the video, not for their audience, because the brand posts it or runs it as an ad. Look at on-camera delivery, lighting, sound, hooks and how fast they turn around edits instead of follower count.
How long does it take to get the first UGC videos in the UAE?
With a clear brief and a verified creator pool you can shortlist creators in a day or two and have first drafts within about a week. Product shipping inside the UAE is usually quick, so the brief and approvals are normally the slowest part.
